Utility Bill Assistance

ECA coordinates income eligible Delaware resident applications to the federal Low Income Home Energy Assistance Program (LIHEAP) to mitigate energy burden. Please follow the steps below:

How to Apply

  1. If you haven't applied, start an application with ASSIST. If you already applied, start Step 2!
  2. After submitting with ASSIST, submit the necessary documents to ECA using the form.
  3. If we're missing anything, or if one of your documents was invalid, we'll reach out to you.
  4. Please allow approximately 6 - 8 weeks for your application to be processed.
