ECA connects social justice and climate action by finding new ways to enable our Philadelphia and Delaware communities to access their basic energy needs today, while building climate resilience for tomorrow.

One in five Philadelphia area households are energy vulnerable, unable to pay their energy bills at least once a year and/or unable to access affordable and reliable energy services. For 40 years, ECA has been a trusted community partner to combat energy poverty by addressing the issue from all angles: heating system repair, home weatherization to save energy, utility bill assistance and energy conservation education, and training emerging workers for the clean energy economy.

Heat and Cooling Support

For over 30 years, ECA has operated Philadelphia’s only crisis hotline for income eligible residents facing heating system breakage during winter. We coordinate free heater repair or replacement to keep our vulnerable residents safe and warm. ECA has been transitioning clients off of delivered fuels towards natural gas or, ideally, removing barriers to electrification.

Through electrification, low-income and disadvantaged communities will strengthen their consumer rights and alleviate energy poverty.

Since we took on the Heater Hotline in the 1990s, we’ve expanded into preventative maintenance, began operations in the state of Delaware, and piloted crisis cooling support for Philadelphia in summer 2023.

Home Repair and Weatherization

ECA provides high-quality energy conservation and weatherization services to income eligible residents of Philadelphia and the state of Delaware. Through long standing federal and local partnerships, we’re able to approach energy efficiency holistically, starting with home stabilization and repair before moving on to weatherization and electrification. With weatherization, households will yield an additional 10-15% in energy savings and remain more comfortable in their homes.

Utility Bill Assistance and Termination Prevention

Since 1985, ECA has coordinated a network of 16 Neighborhood Energy Centers (NECs) in Philadelphia to prevent utility terminations and bring holistic support to Philadelphia communities, including utility bill assistance, budget counselling, and energy conservation education. In 2017, we expanded into Delaware and now support income eligible residents access LIHEAP benefits to mitigate energy burden.

Training the Clean Energy Workforce

Since 2009, ECA’s Knight Green Careers Training Center has credentialed historically excluded Black, Latinx, and immigrant youth and adults, including veterans and returning citizens, whose diversity reflects the city we serve. Our programming focuses especially on transitioning Philadelphia’s young, emerging adults, ages 18 to 25, at risk of incarceration and gun violence into long-term financial stability. We prepare our students for high-demand clean energy careers that provide family sustaining wages, such as those in solar, HVAC, residential energy efficiency, green construction, or environmental remediation.
